Woodrow Wilson’s presidency, defined by the First World War, saw the signing of 1,803 executive orders—second only to FDR. Wilson also utilized his office to help design the League of Nations, for which he won the Nobel Peace Prize even though Congress refused to ratify U.S. entry.
